In a medium bowl, mix the warm milk with sugar and add the yeast. The milk should be slightly warmer than room temperature; anything too hot or too cold will kill the yeast.
Leave the yeast to bloom for about 10 minutes. If it stays the same after that time, the yeast are dead and can't be used (raising or lowering the temperature won't help).
Add in the rest of the dough ingredients: all purpose flour, white whole wheat flour, flaxseed meal (if using), olive oil, salt, and garlic powder.
Cover the dough with a towel or wrap.
Leave to rise for about an hour--it should have significantly risen.
Remove the dough from the bowl and knead in more all purpose flour just until it no longer sticks--it should not be dry!
Divide the dough into 12 equal sections. Roll each into a string and tie a knot (see pictures).

In a small bowl, mix together the garlic topping: olive oil, butter/olive oil, garlic powder, salt, and Italian seasoning.
Bake for 5 minutes at 375 degrees Fahrenheit. Spread the garlic topping on and bake for an additional 4 minutes. Top with fresh parsley and enjoy!
