Preheat oven to 350 degrees Fahrenheit. Prepare a baking sheet with a silicone mat, parchment paper, or oil spray. Set aside.
Mix the chia seeds with water and set aside to rest for 5-10 minutes.
In a medium bowl, sift oat flour, oats, baking soda, baking powder, and salt with the oats and whisk to combine.
In a large bowl, whisk together the chia seed mixture, applesauce, avocado oil, sugar, vanilla extract, and honey.
Fold the dry ingredients into the wet ingredients and add the chocolate chips, or any additional toppings you want.
Scoop about a tablespoon of batter on your prepared baking sheet, or use a cookie scoop. Flatten the cookies in a circle using a spoon.
Bake for 10 minutes. After taking them out of the oven, let them sit for a few minutes and then transfer to a cooling rack.
